Amends the 2022 Act creating community improvement districts in the City of Rincon, Georgia to revise elector designation rules, allowing corporate officers, trustees, or designated representatives to vote on behalf of property-owning entities with written designation submitted at least 8 days before an election

Limits property owners with multiple parcels to one vote total, and requires multiple owners of a single parcel to designate one person to cast their shared vote in writing

Establishes a five-member district board with one member appointed by city council, one by the city manager, and three elected by property owner electors for four-year terms; city council may expand to seven members by resolution

Requires elected board members who cease to be electors to automatically vacate their position, and subjects all board members to recall by city council resolution or petition signed by one-third of district electors

Sets election procedures including initial caucus within 60 days of city council resolution, annual elections thereafter, and special elections for vacancies within 60 days unless within 180 days of a scheduled election
