Rules or regulations adopted by the State Election Board within 75 days of a presidential preference primary, general primary, general election, or runoff become effective 30 days after that election rather than immediately

Rules adopted within 75 days of a special primary, special election, or runoff cannot be applied to conducting that particular election

Emergency rule-making by the State Election Board is restricted to circumstances of "imminent peril to public health, safety, or welfare"

Emergency rules require public notice and immediate email notification to the Governor, Lieutenant Governor, Speaker of the House, election committee chairs, Secretary of State, legislative counsel, and registered political party leaders

A majority of the State Election Board must certify in writing that any emergency rule was made in strict compliance with statutory requirements
