Authorizes the City of Vidalia, Georgia to exercise all redevelopment powers under the state's "Redevelopment Powers Law," including creating tax allocation districts, issuing tax allocation bonds, and incurring related obligations

Requires a local referendum on the Tuesday after the first Monday in November 2025 for Vidalia voters to approve or reject the authorization

Mandates election notice be published in the official organ of Toombs County once at least 90 days before the election and once weekly for two weeks immediately preceding it

Requires more than one-half of votes cast to approve the Act; if not approved or election not conducted properly, the Act automatically repeals on January 1 following the election date

Election expenses to be borne by the City of Vidalia, with results certified to the Secretary of State
