Authorizes the City of Lyons, Georgia to exercise all redevelopment powers under the state's "Redevelopment Powers Law," including creating tax allocation districts, issuing tax allocation bonds, and undertaking community redevelopment projects

Requires a referendum election on the Tuesday after the first Monday in November 2025 for City of Lyons voters to approve or reject the redevelopment powers authorization

Mandates election notice be published once at least 90 days before the election and once weekly for two weeks preceding the vote in the official organ of Toombs County

Requires approval by more than one-half of votes cast for the Act to take effect; if not approved or election not conducted, the Act automatically repeals on January 1 following the election date

City of Lyons bears all expenses for conducting the referendum election
