Amends the Georgia Lottery for Education Act to require that licensure rules, regulations, policies, and procedures for bona fide coin operated amusement machines (Article 3) comply with the Georgia Administrative Procedure Act

Requires all administrative hearings related to coin operated amusement machine matters under Article 3 to follow Georgia Administrative Procedure Act requirements

Maintains the existing exemption from the Georgia Administrative Procedure Act for Georgia Lottery Corporation regulations related to lottery games and general lottery operations (Articles 1 and 2)

Specifies that hearings under Code Section 50-27-102 continue to be governed by the Georgia Arbitration Code

Becomes effective upon approval by the Governor or upon becoming law without such approval
