Mandates one-year and five-year performance and financial audits of the school system to evaluate compliance with laws, efficient use of resources, program effectiveness, and detection of fraud or abuse.

Requires the internal auditor to submit annual reports to the board and General Assembly members detailing completed audits, major findings, and corrective actions taken.

Includes a sunset provision repealing the internal auditor requirements on July 1, 2030.
