Renames the "elections supervisor" position to "elections director" for Spalding County's board of elections, with responsibility for administering elections, primaries, and voter registration

Requires the board to appoint an elections director within 60 days of the effective date or any vacancy; the director must be a full-time Spalding County resident and registered voter with no other employment

Elections director is responsible for selecting, appointing, and training all poll workers, drawing from lists provided by each political party's county executive committee

Prohibits anyone holding elective public office, appointed public office, or salaried government positions from serving as elections director or elections office employee

Authorizes the board of elections to hire its own legal counsel or choose representation by the county attorney
