Requires the Georgia Department of Transportation to hold public hearings for "local transportation projects of significant impact" where the department provides consultation, design, or construction services for counties, municipalities, or private entities

Defines "local transportation project of significant impact" as projects involving roadway extensions, new roadway construction, or major intersection reconfigurations that were not previously subject to local zoning notice requirements

Mandates that rules and regulations for these new hearings be substantially similar to existing requirements for comprehensive transportation plan hearings

Expands the scope of public hearings to include effective participation on the design and impact of local transportation projects, not just major state facilities

Applies to projects regardless of funding source when the Department of Transportation is involved in any aspect of the project
