Creates the Sumter-Americus Unification Commission with 6 voting members: the Sumter County Board of Commissioners chairperson, Americus mayor, One Sumter Development Foundation chairperson, Americus-Sumter Payroll Development Authority president, and 2 at-large business community members appointed within 30 days of the Act's effective date.

Authorizes the commission to study consolidating the governments of Sumter County and the City of Americus into a single county-wide government, with the cities of Andersonville, De Soto, Leslie, and Plains permitted to join as non-voting ex officio members within 30 days.

Requires the City of Americus and Sumter County to each initially appropriate up to $20,000 to fund the commission's work, with additional expenses shared proportionally by population.

Mandates the commission complete its studies and file any proposed charter by August 31, 2027, followed by submission to voters in a referendum requiring majority approval both within Americus city limits and countywide for the charter to take effect.

Protects the Sumter County School District, Board of Education, pension rights, and constitutional offices (sheriff, clerk of superior court, probate judge, tax commissioner) from being abolished or altered by the commission or resulting charter.
