Creates the Dodge County Building and Public Facilities Authority as a public body corporate and instrumentality of the State of Georgia to acquire, construct, equip, maintain, and operate buildings and facilities for use by Dodge County, municipalities, and the school district

Authority consists of five members elected by the Board of Commissioners of Dodge County, with no more than two members serving concurrently as commissioners; non-commissioner members serve three-year terms

Authorizes the authority to issue revenue bonds payable solely from rents, revenues, and earnings of authority projects, with bonds and income exempt from all state taxation; bonds do not constitute debt of Dodge County or the State of Georgia

Grants the authority broad powers including acquiring property, entering contracts and leases, borrowing money, pledging revenues, and exercising police powers over managed projects; authority has same tort immunity as the State of Georgia

Upon dissolution after full payment of bonded indebtedness, all authority property transfers to Dodge County; authority operations limited to territory within Dodge County's jurisdictional limits
