Amends the City of Oglethorpe charter (originally approved March 11, 1975) to require public hearings for zoning decisions to comply with Georgia's Zoning Procedures Law (O.C.G.A. Chapter 66, Title 36)

Mayor pro tem must be elected by council at the first regular meeting after each election for a one-year term; limits mayor pro tem from taking city actions without mayor's consent unless filling the office due to mayor's inability to act

Vacancies on mayor and council shall be filled by appointment for the unexpired term, with a special election required on the eighth Tuesday following a vacancy if two appointed members already serve on council

Establishes a new Municipal Court of the City of Oglethorpe, replacing the former Mayor's or recorder's court, with jurisdiction over charter violations, city ordinances, and authority to impose fines up to $1,000 and/or imprisonment up to 180 days
