Changes the base program for Georgia's Quality Basic Education (QBE) funding formula from "high school general education" to "middle school general education"

Eliminates the existing 18 program categories with specific teacher-student ratios and replaces them with 12 simplified student weight categories based on grade level and student characteristics

New funding weights include: pre-K through grade 3 (0.2954), grades 4-5 (0.0813), grades 9-12 (0.0845), career/technical education (0.0496), economically disadvantaged students (0.0997), and ESOL students (0.2035)

Students with disabilities receive weights ranging from 0.4263 (Category A) to 5.1056 (Category E), and intellectually gifted students receive a 0.3377 weight

Requires the Governor to appoint a task force every three years to review program weight effectiveness and recommend changes to the General Assembly
