Creates the Interagency Council on Homelessness for Chatham-Savannah as a public corporation and state instrumentality to serve as the continuum of care board for coordinating homeless services in Chatham County and Savannah

Establishes a 21-member board of directors including the Savannah city manager, Chatham County manager, transit and housing authority directors, nine appointees from state/local agencies, six public members (including one homeless/formerly homeless person), and the Chatham-Savannah Authority for the Homeless chairperson

Designates the Chatham-Savannah Authority for the Homeless as the collaborative applicant responsible for managing the homeless management information system, coordinated entry system, annual point-in-time count, and HUD funding applications

Grants the council broad powers including contracting, acquiring and disposing of property, accepting grants and donations, employing staff, and entering agreements up to 50 years with public bodies

Designates the council as a public charity exempt from taxes and assessments, with exclusive jurisdiction for legal actions in the Superior Court of Chatham County
