Adds a second judge to the State Court of Spalding County effective January 1, 2026, with the Governor appointing the initial judge to serve until December 31, 2028, and subsequent judges elected to four-year terms via nonpartisan elections

Sets chief judge salary at 90% of the Spalding County Superior Court chief judge's total annual salary, with the associate judge paid 100% of the chief judge's salary; solicitor-general receives 90% of the chief judge's salary

Authorizes technology fees up to $5.00 per civil filing and $5.00 per fine to fund court technology needs including computer hardware, software, and electronic equipment

Provides a minimum $6,300 annual supplement for the chief judge if operating a drug court, mental health court, veterans court, or operating under the influence court division

Repeals and replaces over 20 prior acts dating from 1899 to 2016 governing the State Court, originally established in 1897 as the City Court of Griffin
