Amends Georgia Code Section 16-13-30 to codify a federal presidential proclamation granting full pardons for simple possession of marijuana offenses under the Controlled Substances Act (21 U.S.C. 844) and D.C. Code 48-904.01(d)(1)

Applies to all current U.S. citizens and lawful permanent residents who committed or were convicted of simple possession of marijuana, regardless of whether they were charged or prosecuted

Restores full political, civil, and other rights to pardoned individuals

Explicitly excludes pardons for any other marijuana-related offenses or possession of other controlled substances committed before, during, or after the simple possession offense

Directs the U.S. Attorney General, through the Pardon Attorney, to administer certificate of pardon applications and issue certificates to eligible applicants
