Establishes a 9-member State Oversight Board within the Commissioner of Insurance's office, with 3 healthcare professionals appointed by the House Speaker, 3 hospital administrators by the Senate President, 2 public sector members by the Governor, and 1 Commissioner's office designee serving 3-year terms

Grants the board authority to develop health insurance regulations, access insurer documents and data, investigate coverage denials and delays, and impose fines or penalties against insurers violating laws or harming consumers

Requires the board to submit annual reports to the Commissioner beginning June 30, 2026, with all board meetings open to the public under Georgia's open meetings law

Creates insurer liability for harm caused by unnecessary delays or wrongful denials of healthcare coverage, including actions by private review agents or utilization review entities

Allows harmed individuals to sue insurers for actual damages, punitive damages, equitable relief, attorney fees, and other court-determined relief, with insurers required to notify the Commissioner and Oversight Board of any such lawsuits
