Authorizes the City of Cedartown, Georgia to exercise all redevelopment powers under the state's "Redevelopment Powers Law," including creating tax allocation districts, issuing tax allocation bonds, and undertaking community redevelopment projects

Requires a local referendum on the Tuesday following the first Monday in November 2025 for Cedartown voters to approve or reject the redevelopment authority

Mandates election notice be published once at least 90 days before the vote and once weekly for two weeks preceding the election in Polk County's official organ

Requires more than 50% voter approval for the redevelopment powers to take effect; if rejected or election not conducted, the Act automatically repeals on January 1 following the election

City of Cedartown bears all costs of conducting the referendum election
