Reconstitutes the Athens-Clarke County Board of Elections and Registration effective July 1, 2025, giving it powers of both the election superintendent and board of registrars for conducting elections, voter registration, and absentee balloting

Five-member board composition: two members nominated by the political party with the most votes in the last General Assembly election, two by the party with the second-most votes, and one nonpartisan member appointed directly by the county governing authority

Board members serve two-year terms (initial members serve one year), must be Clarke County electors and residents, and cannot hold elective public office; vacancies filled within 90 days through the same nomination process

Creates a supervisor of elections and registration position appointed by the county manager to serve as chief executive officer, providing daily oversight and staff support while remaining separate from board membership

County governing authority sets and pays compensation for board members and staff, provides office space and personnel, and may authorize public funds for nonpartisan voter education materials
