Reincorporates the City of Fayetteville in Fayette County, Georgia with a new municipal charter effective July 1, 2025, repealing the previous 1970 and 1997 charter acts

Establishes a council-manager form of government with a mayor and five councilmembers elected at-large for four-year terms, with elections for Posts 3, 4, and 5 in 2025 and mayor and Posts 1 and 2 in 2027

Sets annual compensation at $25,000 for the mayor and $20,000 for each councilmember, with expense reimbursement for official duties

Requires a city manager appointed by council as chief executive officer responsible for day-to-day administration, budget preparation, and supervision of city departments and employees

Grants the city broad municipal powers including taxation authority, eminent domain, regulation of businesses and utilities, provision of public services, and establishment of a municipal court with jurisdiction over charter and ordinance violations
