Requires law enforcement to obtain motor vehicle owner information from the Department of Revenue and send violation citations within 10 days

Mandates violation notices include a conspicuous statement in at least 12-point font on the front page: "YOU HAVE A RIGHT TO CONTEST THIS PENALTY IN COURT"

Redirects collected penalty funds from general law enforcement/public safety initiatives to equal distribution among all schools in the jurisdiction for school safety purposes, including security systems, crossing guards, safety training, and mental health support services
