County election superintendents may permit any registered voter in the county to vote at any precinct of their choosing during primaries, elections, or runoffs

Before implementing countywide precinct voting, superintendents must ensure safeguards against double voting, sufficient ballots of each style at all locations, adequate voting equipment (DRE units or ballot marking devices), and enough poll workers

Superintendents must decide at least 30 days before an election and notify the Secretary of State in writing within that timeframe

Public notice required through postings at the superintendent's office and all polling places, plus newspaper advertisement in the county's legal organ once weekly for two weeks before the election

The State Election Board is authorized to promulgate rules and regulations for implementation
