Expands the Georgia Administrative Procedure Act to apply to all executive branch agencies authorized to make rules or determine contested cases, removing numerous exemptions that previously existed

Removes exemptions for the Governor, State Board of Pardons and Paroles, State Financing and Investment Commission, State Properties Commission, Board of Bar Examiners, Board of Corrections, State Board of Workers' Compensation, State Personnel Board, Department of Administrative Services, Board of Regents, Technical College System, and several other entities

Adds public authorities to the definition of "agency" subject to the Act, except where otherwise expressly provided by law

Maintains exemptions only for the General Assembly and the judiciary

Preserves existing provisions for the State Board of Education and Department of Education, including validation of rules adopted prior to January 1, 1990
