Local school systems within a completion special school attendance zone must either enter a collaborative operating agreement with the completion special school OR independently provide dropout prevention, credit recovery, and flexible scheduling programs for grades 9-12

Completion special schools must provide program descriptions and registration guidance to resident school systems by June 1 and December 1 each year; school systems must post this information prominently at high schools and electronically notify all 9-12 students and parents within 7 calendar days

Parents may register students directly with completion special schools for credit recovery, dropout prevention, or academic intervention programs; if the student is not currently enrolled in their resident school system, both schools must coordinate to enroll the student without delay

Local school systems must share contact information (name, address, phone number) with completion special schools for any 9-12 student who misses 10 consecutive school days or withdraws, within 10 school days of either event occurring

Existing completion special schools may continue operating programs outside their assigned attendance zone until a new completion special school is established in that zone (removes the previous June 30, 2028 deadline); state board must provide reasonable transition periods for affected students
