State Board of Education would provide up to $500,000 annually in matching grants to local school districts for home reading programs serving students in kindergarten through fourth grade

Eligible programs must be operated by nonprofit organizations that deliver evidence-based reading programs with books mailed or electronically available to students weekly

Programs must include at least weekly contact with parents/guardians via phone, text, or app notifications in multiple languages to encourage family engagement

Combined program costs, including district matching funds, cannot exceed $50 per student per semester

State Board of Education is authorized to receive and administer federal funds for these grants and must develop implementation rules and regulations
