Prohibits Georgia governmental entities from entering software licensing contracts that restrict their choice of desktop or server hardware on which to install or run the software applications

Defines "governmental entity" broadly to include all state departments, agencies, boards, bureaus, commissions, authorities, counties, municipalities, school systems, and other political subdivisions

Applies only to software applications designed to run on generally available desktop or server hardware, not specialized systems

Takes effect upon Governor's approval and applies to all new software licensing contracts, as well as renewals, modifications, or extensions entered into after the effective date
