Students may transfer between local school systems or between schools within their district through a statewide open enrollment process, with transfers allowed throughout the school year as capacity permits

Local school systems must post grade-level enrollment vacancies monthly on their websites, respond to transfer applications within 45 calendar days, and use a lottery system when applications exceed available spaces

Tuition is prohibited for inter-district transfers except for students receiving exclusively virtual instruction, who may be charged up to two-thirds of local per-pupil revenues

Denied transfer applications may be appealed to the State Board of Education within 10 calendar days, with hearings at the next regularly scheduled board meeting

Discrimination in transfer decisions is prohibited based on residential address, ability, disability, race, ethnicity, sex, or socioeconomic status; effective date is July 1, 2025
