Eliminates the 20% reduction trigger that occurred when sales and use tax revenue fell at least 1% below the prior year

Removes the 50% reduction that applied in consecutive years of declining tax revenue

Ensures the General Assembly must appropriate 40% of sales and use tax collected from sporting goods stores (NAICS Code 451110) to the trust fund without exception

Trust fund money supports land protection and conservation, cannot lapse to the general fund, and must supplement rather than supplant department resources
