Prohibits state agencies and local governments from restricting the use or sale of motor vehicles or watercraft based on their energy source, including gasoline, diesel, electricity, hydrogen, and solar power

Establishes the Georgia Boating Access Task Force within the Department of Natural Resources to ensure safe and adequate boating access on state waters

Task force duties include coordinating with local, state, and federal agencies on boating safety regulations; evaluating public boating access points for inadequacies; and addressing threats from aquatic invasive species

Task force composed of 8 members serving 4-year terms: the Commissioner of Natural Resources as chair, plus 7 Governor-appointed members from county commissioners, DOT, municipal associations, and industry stakeholders

Task force members serve without salary but receive the same daily expense allowance and travel reimbursement as General Assembly members
