Establishes a five-year pilot program through the Division of Family and Children Services to provide autism spectrum disorder screenings, clinical evaluations, training, and resources to children in foster care

Program begins in three regional service areas in year one and expands to additional regions each subsequent year until statewide coverage is achieved

Prioritizes services for foster children already diagnosed with ADHD, reactive attachment disorder, or those prescribed psychotropic medications

Requires annual written reports to the Governor and legislative committees on program implementation and effectiveness until July 1, 2031

Program automatically repeals on July 1 of the year following the final report submission; implementation is subject to appropriations
