Prohibits operating drones over agricultural land when it results in disturbance of agricultural practices, unauthorized application of substances to soil/plants/water, or harassment of livestock.

Defines "agricultural land" as land used for producing crops, timber, livestock, poultry, dairy, or horticultural products, excluding land zoned for non-agricultural use.

Maintains existing prohibition on drone operation within 400 feet of or above ticketed entertainment events (music, sporting, or performing arts events with gated entry).

Knowing violation of either the agricultural land or ticketed entertainment event restrictions constitutes unauthorized operation of an unmanned aircraft system, punishable as a misdemeanor.

Preserves state preemption of local drone regulations, with exceptions for ordinances adopted before April 1, 2017, FAA enforcement ordinances, and rules governing drone launch/landing on public property.
