Expands the definition of "health benefit policy" starting January 1, 2027 to include state-executed health plans covering state employees, public school teachers and employees, Board of Regents members and employees, and their retirees and dependents

Requires these state health plans to provide coverage for medically necessary orthotic devices and prosthetic devices, including their materials and components

Removes the previous Medicaid exemption, meaning Department of Community Health contracts with insurers for Medicaid recipients will now be subject to orthotic and prosthetic coverage requirements

Maintains the existing exemption for self-funded, employer-sponsored health insurance plans subject to federal ERISA jurisdiction

Takes effect upon Governor's approval or upon becoming law without approval
