Creates a new "miniature on-road vehicle" category for imported motorized vehicles designed for foreign roadways, with speed capability of 25-65 mph, maximum width of 80 inches, gross weight under 4,000 pounds, and four or more wheels with steering wheel control

Allows operation on municipal streets and county roads (but not state highways) unless prohibited by local ordinance; requires headlights, brake lights, taillights, rearview mirror, and safety belts

Sets annual license fee at $20.00, same as motorcycles and multipurpose off-highway vehicles; exempts these vehicles from certificate of title requirements while requiring registration

Vehicles manufactured 25+ years ago may be registered directly; newer vehicles require modification by a DOT-registered importer to meet federal motor vehicle safety standards

Effective October 1, 2026, with ad valorem taxes based on $100.00 valuation (same treatment as antique/hobby vehicles)
