Amends the City of Garden City charter to authorize the mayor to fill any vacancy in the office of mayor pro tempore, rather than leaving the vacancy process unspecified

Mayor appoints a councilperson to serve as mayor pro tempore for a four-year term following each mayoral election

Mayor pro tempore acts as mayor during the mayor's absence or disability and becomes mayor for the remainder of the unexpired term if a vacancy occurs in that office

City council elects a president of council (by majority vote) to serve a two-year term and temporarily assume mayoral duties when both mayor and mayor pro tempore are unavailable

President of council does not automatically become mayor if a vacancy occurs in that office and is replaced by majority council vote if leaving office early
