Establishes the framework for Georgia's state budget for Fiscal Year 2027 (July 1, 2026 through June 30, 2027)

Authorizes appropriations for all state government operations including departments, boards, bureaus, commissions, institutions, and agencies

Covers funding for the university system, common schools (K-12), counties, municipalities, and political subdivisions

Authorizes funding for all leases, contracts, agreements, and grants permitted under state law

Takes effect upon Governor's approval or upon becoming law without approval; repeals all conflicting laws
