Creates portable benefit accounts for independent contractors, allowing them to receive voluntary contributions from hiring parties (including app-based companies) for health insurance, unemployment insurance, disability insurance, life insurance, or retirement benefits

Independent contractors own and control their portable benefit accounts, which are administered by banks, investment firms, or technology providers with federal deposit insurance

Allows contributions through paycheck withholdings only if the independent contractor voluntarily opts in via a clear written agreement, with the right to opt out at any time

Explicitly protects hiring parties from being reclassified as employers under Georgia employment law solely because they make voluntary contributions to a contractor's portable benefit account

Amends Chapter 8 of Title 34 of the Official Code of Georgia Annotated (employment security provisions)
