Establishes the Vape-Free Schools Grant Program by December 31, 2026, to fund public high schools (grades 9-12) in acquiring, installing, and maintaining vaping detectors

Requires public high schools to install approved vaping detectors in all student bathrooms, locker rooms, and other areas where vaping may occur prior to the 2027-2028 school year

Mandates schools adopt vaping awareness and prevention policies in student codes of conduct, including prohibition of vaping products on school property, graduated consequences for violations, anonymous reporting procedures, and required participation in drug/alcohol awareness classes

Requires the Department of Education to develop an approved vaping detector list, create guidance for rehabilitative service partnerships, and submit annual reports on vaping alerts and program effectiveness to legislative committees

Contains contingent effectiveness clause: the law automatically repeals on December 31, 2026, if the General Assembly does not appropriate funding by September 30, 2026
