Proposes a constitutional amendment creating a permanent 7-member Georgia Independent Redistricting Commission to draw electoral district maps for U.S. House seats and General Assembly seats, replacing the current system where the General Assembly draws districts

Commissioners must be registered Georgia voters who have not held elective office, served as lobbyists, or worked as paid political staff in the preceding 10 years; members serve 10-year terms beginning July 1 of each census year

Selection process begins with the state auditor randomly choosing 50 qualified applicants from voter rolls by January 15 of census years; legislative leaders strike names, then the Chief Justice selects 3 unaffiliated commissioners and majority/minority leaders each select 2 party-affiliated commissioners

Commission must hold at least 10 public hearings before drawing maps and is prohibited from using political data, considering incumbent addresses, or engaging in cracking or packing voters to favor any party or candidate

Any registered voter may challenge adopted maps in Fulton County Superior Court, with the burden on the commission to prove compliance; the General Assembly cannot amend or veto final maps
