Proposes a constitutional amendment to authorize the General Assembly to create the Georgia Next Generation 9-1-1 Fund through general law

Fund revenues would be exclusively used for expansion, maintenance, and operation of 9-1-1 systems statewide, including the transition to Next Generation 9-1-1 technology

Contributions and revenues deposited to the fund would not lapse and would be exempt from certain constitutional budget limitations

Any appropriation from the fund for purposes other than 9-1-1 systems would be void

Requires voter ratification through a ballot question asking whether the General Assembly should be authorized to dedicate existing revenues to a nonlapsing emergency 9-1-1 fund
