Authorizes compensation payments to five individuals exonerated after wrongful convictions in Georgia: Joseph Samuel Watkins ($1,688,527.40), Daryl Lee Clark ($1,917,128.00), Michael Woolfolk ($1,350,000.00), Mario Stinchcomb ($975,000.00), and Sedrick Moore ($1,691,280.00)

Payments structured as initial lump sums (approximately 33% of total) followed by 10-year annuities beginning in 2026, funded through the Department of Administrative Services

Recipients must sign release and waiver documents relinquishing all future claims against the state related to their wrongful convictions, and cannot have pending lawsuits against the state

Compensation amounts are excluded from state taxable income, and upon death, remaining annuity payments continue to estates or heirs
