Dedicates the roundabout at State Route 76 and State Route 37 in Cook County as the "Representative Penny Houston Roundabout" honoring the Georgia House member who served District 170 from 1997 for nearly three decades

Dedicates the I-75/State Route 37 interchange in Cook County as the "John L. Williams Memorial Interchange" and the I-75/Barneyville Road interchange in Cook County as the "William Brown Lovett Memorial Interchange"

Dedicates the U.S. Route 41/State Route 3 bridge over the Chattahoochee River in Cobb County as the "John A. Williams Memorial Bridge" honoring the civic leader and philanthropist who contributed $10 million to the Cobb Energy Performing Arts Centre

Dedicates additional highway facilities including the Cara Jaden Atkins Memorial Interchange (I-75/SR 92 in Cherokee County), Andrew "Drew" Keith Slay Memorial Bridge (Douglas County), Master Sgt. Gary I. Gordon Memorial Highway (Augusta-Richmond County), Edna Sirmans Sessoms Memorial Bridge (Clinch County), Zander Trayvon Whatley Memorial Intersection (Paulding County), and Representative Bubber Epps Interchange (Twiggs County)

Directs the Department of Transportation to erect and maintain appropriate signs for all dedicated road facilities
