Served as Executive Director and President of the Macon Water Authority, becoming the first African American to hold that position

Contributed to Middle Georgia through economic development initiatives, civic organizations, and educational efforts focused on mentorship and community advancement

Directs the Clerk of the House to provide copies of the resolution to his wife Anita Shipman and the Shipman family
