Proposes a constitutional amendment to Article VIII, Section V allowing local boards of education to establish the qualifications, duties, and salary of school superintendents as provided by general law

Authorizes the General Assembly to pass local laws permitting school superintendents to be elected by voters rather than appointed by local boards of education

Requires any change from appointed to elected superintendent to be approved by a majority of qualified voters in the local school system through a referendum

Removes outdated transitional language from 1993 regarding elected superintendents serving out their terms before being replaced by appointees

Requires submission to Georgia voters for ratification or rejection as a constitutional amendment
