Led the debt-free merger of AIDS Gwinnett and Positive Impact, recognized as a national model for nonprofit efficiency; invited to the White House on World AIDS Day 2015 to present on the merger's benefits

Commends Lehman for mentoring staff and developing the next generation of public health leaders throughout his career

Congratulates Lehman on his retirement at the end of 2026 and directs the Clerk to provide him a copy of the resolution
