Dedicates the portion of State Route 14 from State Route 3 to Haynes Street SW in Fulton County as the "Jerry Hoy Memorial Highway"

Honors Mr. Jerry Hoy, a founding leader of the Castleberry Hill Neighborhood Association in Atlanta who helped develop the neighborhood's master plan, zoning, and design guidelines

Recognizes Mr. Hoy's role in transforming Castleberry Hill from industrial decline into the current residential and arts community now designated as a Historic District

Directs the Department of Transportation to erect and maintain appropriate signage for the memorial highway

Authorizes distribution of the resolution to Mr. Hoy's family and the Department of Transportation
