Creates a 7-member Joint Study Committee on Modified Exhaust Systems on Motor Vehicles, with 4 members appointed by the House Speaker and 3 by the Senate President

Addresses law enforcement's inability to enforce current Georgia law prohibiting mufflers causing "excessive or unusual noise" because the term is not defined in the Code

Committee will study clarifying legal definitions, evaluating current penalties, examining whether vehicle modification service providers should be held accountable, and reviewing other states' use of handheld decibel meters

Members receive legislative allowances for up to 3 days of meetings, funded through House and Senate appropriations

Committee must file any report with findings or proposed legislation by December 1, 2026, when it stands abolished
