Proposes a constitutional amendment to Article VII, Section III, Paragraph IV of the Georgia Constitution requiring the General Assembly to establish a progressive individual income tax system

Removes the current constitutional prohibition against increasing the maximum marginal state income tax rate above the rate in effect on January 1, 2015

Requires the income tax system to provide for substantially equal taxation of all categories of individual income

Would appear on the ballot as the "Tax the Rich Act" for voter ratification or rejection
