Dedicates the portion of State Route 540 from Deepstep Road to Linton Road South in Washington County, Georgia as the "David Cummings Memorial Highway"

Honors David Oscar Cummings, a lifelong Washington County resident who was killed on April 30, 2018, when struck by a motorist while cycling near Sandersville

Cummings was an avid long-distance cyclist who participated in Randonneuring events and completed a 100-mile century ride every New Year's Day

Directs the Georgia Department of Transportation to erect and maintain appropriate signs for the memorial highway

Authorizes the Clerk of the House of Representatives to distribute copies of the resolution to Cummings' family and the Department of Transportation
