Creates a House Study Committee on Municipal Electric Franchise Fees to examine whether unincorporated county residents are unfairly paying franchise fees that benefit municipalities through electric utility contracts

Committee will consist of 5 House members appointed by the Speaker, with one designated as chairperson

Authorized to study issues related to municipal electric franchise fee arrangements and recommend legislation to address concerns about county residents subsidizing municipalities

Members receive standard legislative allowances for up to 5 days of meetings, funded through House of Representatives appropriations

Committee must file any report with findings or proposed legislation before December 1, 2026, when the committee will be abolished
