Creates a 14-member House Study Committee to examine student food insecurity in Georgia and the fiscal implications of providing universal access to school meals

Committee comprises 7 House members appointed by the Speaker plus 7 nonlegislative members including representatives from the Georgia Department of Education School Nutrition Division, public health, agriculture/farm-to-school organizations, school nutrition directors, nonprofits, education/literacy experts, and economics/fiscal policy experts

Committee will study how expanding school meal access could support Georgia agriculture through farm-to-school procurement partnerships, reduce administrative costs for school districts, and improve student health and academic outcomes

Legislative members receive standard allowances under Code Section 28-1-8; committee funding comes from House of Representatives appropriations with a limit of 5 days of allowances unless additional days are authorized

Committee must file any approved findings or legislative recommendations with the Clerk of the House and stands abolished on December 1, 2026
