Creates a House Study Committee to examine the Environmental Protection Division's procedures for granting, denying, revoking, or amending permits and variances, as well as administrative and judicial review rights for affected parties

Committee composed of 7 House members: the chairperson, vice chairperson, and secretary from both the Natural Resources and Environment Committee and the Economic Development and Tourism Committee, plus one Speaker-appointed member

Committee authorized to recommend legislation to improve efficiency and economy of EPD operations or better serve public welfare

Members may receive allowances for up to 5 days of committee work, with funding from House appropriations

Committee must file any report with the Clerk of the House before December 1, 2026, when the committee will be abolished
